I'm sorry to hear you haven't hit your goal yet. Regarding reading and listening, you should be practicing your exam skills until you are consistently hitting the marks you need. There are many strategies you can follow for these parts of the exam, so I suggest experimenting until you find a pattern that works for you. Speaking will require you find practice partners. Providing full answers and exhibiting fluency are key. IELTS.org has a public description of how the examiner will gauge your performance (download it here:

If your writing is at 5.5 and you require band 7, you may need to find yourself a coach that knows the exam well and can tell you specifically how to improve your mark.
