Can we use only pencil?

Hi,
Can we use ONLY pencil for all modules, NO pen at all?

i do not know if it's applicable to everywhere but i will assume it's standardized :
in australia, the ielts in reading and listening module, it's compulsory to use pencil / leads with medium to dark gradings [ HB > 9B]. make sure it's clear and dark in tone for legibility.
in writing you can choose either pen or pencil.
