Sentence reorder

I have a question regarding shuffling the order of structure in a sentence as such the original one is

-> Though this is not a good solution to stop people driving car to commute, it does help to mitigate traffic congestion during peak hours.

And is it accurate that this sentence is converted as follow?

-> This solution does help, though it is not a good one to stop people driving car to commute, to mitigate traffic congestion during peak hours.

The first rendering is correct. The second is awkward and unclear.
