Nowadays we are producing more and more rubbish.
Why do you think this is happening?
What can governments do to help reduce the amount of rubbish produced?

In this age of change, the human society is progressing rapidly in various fronts. However, at the same time, many issues have arisen, a serious one of them is producing abundant of garbage. This is challenge has drawn a widespread attention. This essay will examine the major causes and the solutions for this.
Firstly, one of the major causes is overuse plastic bags in our daily life. For instance, customers used to not bring a recycle bag while they are shopping in the market. The shop will offer a free plastic bag for the customer. Even the item may already be packaged, the shop will still provide them an extra plastic bag. This makes it clear, we as buyers obviously overused the bags. In addition, in order to make the products to be more attractive and entice buyers to purchase them, the producers will pack the products with plenty of papers and decorations which have a result in numerous papers are wasting. Because those papers and decorations are simply thrown into the bin. As this shows, overusing plastic bags and decorating papers could be concluded today’s greatest causes of the rubbish issue.
The solution to the above problem is for the government to introduce a tax on consuming plastic bags. To illustrate, in Hong Kong, since two years ago, it has executed a tax on it. If the customers would like to acquire a plastic bag from the shop, then they have to pay 50 cents per bag. Consequently, several billion less bags threw into landfill. Except applying a tax on it, the administration also can hold some campaigns regularly to educate civilian how to recycle their waste. I believe that it will contribute considerably advantageous to our community.
In conclusion, it is clearly a problem of such complexity and that there is no solution in the short term. However, the measures outlined above could contribute a good first step. Furthermore, I contend that it seems highly advisable for the regime to raise citizens’ awareness of environmental matters.

Basically, a reasonable answer, but I think that you have focused too much on plastic bags and wrapping as examples, rather than looking at the issue from a more general view (consumerism) or looking at a broader range of examples, e.g. buying things and using them for shorter periods of time.
Be a little careful with phrasing. You say that the solution is a tax, then in the conclusion say that there is no short term solution!
