Hi David,
recently i appeared for my speaking test and to my surprize it was to fast.
Examiner was jumping from one topic to another and i felt I was not given enough
time to speak and explain my answers. I was often interrupted.
My test was done in less than 10 mins !!!!.
Is this they way test are done ? is 10 mins sufficient to judge candidate speaking ?

Complain! However, I think you are supposed to complain immediately after the test.
Recently a woman complained that I had given her a short interview and cut her off during her answers. The recording went to a senior examiner and he confirmed that the interview was actually close to the max (14 mins) and the woman's answers had been very long. In other words, I was right to cut her off.
Just saying you should be sure before you complain!
