the first test paper of writing in the sample test book that i got when i have registered for the test is bit confusing does that fall under the argument essay category ?

essay topic as in the book :

a healthy person is often described as someone who has good diet, get plenty of exercise and avoids stress.

what should people do to stay healthy in your country ?

I would approach that question using argument structure. You could go with a thesis:

In addition to eating well, exercising and resting adequately, Canadians recognize the health benefits of routine and positive thinking.

And an outline sentence:

These two areas will be analyzed in this essay.
